McMahon & Mann Consulting Engineers, P.C. (MMCE) served as geotechnical
consultant to the Niagara Falls Water Board (NFWB) to evaluate potential options to
reduce groundwater infiltration into their Falls Street Tunnel (FST). The FST is an
unlined rock tunnel that conveys sewage from east to west along Falls Street, over the
New York Power Authority (NYPA) conduits, to the Niagara Gorge.
MMCE reviewed available groundwater and geology information for the area, historical
information about the design and construction of the FST and the NYPA conduits, and
performed subsurface explorations which included collection of rock core samples and
completion of in-situ permeability tests (i.e., packer tests).
MMCE evaluated the effects of the groundwater infiltration reduction options on local
groundwater conditions, industrial groundwater contamination migration, and the effects
on structures in the vicinity of the tunnel. MMCE developed additional recommendations
to limit infiltration into the FST.
