Lock O-7 is located along the right bank of the Oswego River, approximately 0.8 miles from Lake Ontario in Oswego, New York. It was constructed between 1825 and 1828 as part of the Oswego Canal system, which links Lake Ontario to the Erie Canal. The lock was reconstructed in 1917 to accept larger barges as part of the Erie Barge Canal improvements. Deterioration of the lock necessitated the installation of rock anchors in the east wall of the lock.

McMahon & Mann provided geotechnical support during anchor installation and grouting. Initial drilling for the anchor installation revealed numerous fractures in the lock wall near a filling and emptying culvert that is within the lock wall. The project was halted and a rock coring program was completed to evaluate the nature of the fractures in the vicinity of the filling and emptying culvert. We used the information obtained during rock coring to develop a plan with the anchor installer to fill the holes with grout in a controlled manner that would limit the inflow of grout into the culvert. Divers in the culvert during grouting provided real-time reporting of the grouting progress, allowing adjustments to the grouting program as the work proceeded.
